Review
Okay, so, most of this is going to be about the star ratings. This is probably the biggest wall-of-text I've ever had to mash into a review, but it's because it looks like you may have tried to either skim the star ratings, or understate your character's stars to come in under the new member limit. Anyway, here we go.
General stuff
- I wasn't going to question it at first, but, I think you may have the wrong definition for the word "emulator." To emulate something basically means to imitate it, and nothing in this character's description has anything to do with imitating rings. Since I think Eggman would know, I'm going to leave the series field blank so as to draw less attention to the potential misuse...
- Removing armor from armaments, as it is addressed later, and isn't really a weapon.
Star stuff
- I see that you gave him 4 stars for agility, but here's what I come up with when I read what you wrote: 80MPH top speed (+2 stars), flight (+4 stars). You did not particularly mention acceleration, though it is rocket-equipped and called "quick," so I'm assuming it's good (+1 star). Sounds like it's clumsy on the ground, so -1 star there. Total: 6 stars.
- You listed strength at 2.5 stars, but I have no idea how you got that one, to be honest. It says in the description that he can lift 125 kg. The most approximate star rating for strength for that is 3 stars ("Can probably carry a couple hundred pounds with effort"). Your strength rating also doesn't mention the character's build. Given that it's a robot, and weightier than a normal individual while still being normally sized, it looks like it would get the "stronger, heavier build" +3 stars. That brings us up to 6 stars.
- You have toughness listed at a total 3.5 stars. Says he has plated armor, so +3 star if it is all over his body like with most robot characters. Partially protected against burns (+0.5 stars), and, again, you did not include the build, it looks like. We just established that to be 3 stars above, so, +3. Total: 6.5 stars.
- You listed energy stars at 6. Your description for his energy is a bit hard to interpret in light of star ratings, but... if I were to guess, I would say you intended for it to at least qualify for "hyper-energetic" since it can travel such great distances on so few rings, so that's +4 stars. Chaos energy potential I suppose would have been +2 for above-average, since he's loaded with rings most of the time. Annnd, it said above that he can hurl energized rings as projectiles, so that qualifies as +2 stars for projectile chaos blasts. Total: 8 stars.
- On that note, I do not want to go into the insane fanon of trying to figure out the precise energy density of rings, but I think 200 miles of rocket-powered flight on one ring is overkill. Maybe try more like 20 miles?
So, your actual profile shows that you used a total of 16.5 stars, but the description you give for each rating is much, much more powerful, and ends up using a total of 26.5 stars. Omitting 10 whole implied stars is kind of unprecedented, hence this very long discourse on it.
The limit for brand new member characters is 18. You're going to need to take this thing down a few notches. The character can get upgraded over time to be as powerful as you intended, once you've established yourself in the story as a good and fair RPer.
Here's a few suggestions on how you could quickly reduce the total while keeping the character mostly intact:
- Make its acceleration more average than quick (bringing agility total down to 5.5, so it isn't a speedy dodge-machine, but it still has decent top speed)
- More average strength (bringing strength total down to 5)
- Assume that only his core is actually "armored" and that the rest of the body is just metal (bringing toughness down to 4.5 stars)
- Lower the travel range as suggested above (from 200 miles/ring to 20 miles/ring) and we'll just drop a star off his energy, and remove the electrified ring launching feature for now to make it an upgrade later in the story (bringing energy down to 5 stars).
New total: 20 stars, which is still over the brand-new-member limit, but we'll let that go since it's a robot. If you find all of this too confusing to do yourself, but you're okay with the above, just reply in the thread and we'll slap the changes on ourselves and approve the character.

- Alright, I understand what you mean. Here's what I think and what I am probably going to do;
- The main problem I have is the name change. I'm trying to keep that as R.E.G.I, and right now I am looking up any possible words that might fit the description for 'E', as in 'user'. Not much luck so far. I'd rather not have you guys make an exception for his ratings, because I don't think that's really fair. I'm a noob, and you guys shouldn't have to bend because I was a little wordy. I'll change around some descriptions and submit again.
- EDIT: Alright, here's what I did.
- I kept the name until I can find another word that fits.
- Agility: Slowed him down to 60 MPH in air and 40 on ground, and mentioned his acceleration. Put it at 5.5 stars.
- Strength: Maximum weight capacity is down to 60 kg. Mentioned that his build is lighter, but I put it at a 5-star rating to be safe.
- Toughness: Mentioned the heavy armor in his chest, but that the light armor in his arms would make it hard to lift stuff. Put it at 4 stars because of light armor.
- Energy: Did what you said, lowered range from that astronomically high mess down to 20 and put it as 5 stars.
- New total: 20. Dang. Pleeeeease review again, as I said, I don't wanna force you guys to bend, so any other tweaks are welcomed.

- In regards to the name, I don't have a whole lot of great suggestions, myself, but maybe "extractor" would be a start, if only to indicate that it collects or extracts rings from sources, or... at least extracts rings from its own storage for use as needed, or somethin'. Who'd have thought "E" words for this would be so hard to find?
- Now, as for the stars...
- Agility sounds fine now, and is a keeper, rock on.
- As said before, your character's build falls under the 3 star category. You can't just "mention that his build is lighter" without actually making him lighter. Kind of defeats the purpose. We're still dealing with a big metal robot that, no matter what, will weigh more than other (typically organic) characters of a similar size, so he'll always be considered to be of a heavier build unless you make him mostly plastic or something and reduce his weight to somewhere well below 40kg, and let's not do that to the poor thing.
- Same problem now applies for toughness, though toughness just plain seems to not add up anymore, again.
- Energy looks fine.
