What's the great thing about machines? They usually do what you tell them to. Dr. Eggman thinks that the world, as a whole, would be much better off if it functioned like such a finely oiled mechanization, and people did what he told them to instead of what they wanted. Naturally, he tends to resent all the spiny, fuzzy little heroes out there for reacting so hysterically whenever his chaotic plans are put into place to take over and make his metal-clad dreams a reality. As it stands, these plans usually involve creatures of ancient evil and destruction, millions and millions of robots, or both. Everywhere. Usually with weapons. To supply these robots with power, he tends to imprison little birdies and small, fuzzy animals in them. (This actually explains a lot about why the world doesn't like him, although as of yet no one's convinced him to see it this way.)
With such a veritable army of robots, factories the size of cities spread far and wide, and a virtually infinite pool of resources, it seems that to have attained this might, the doctor really must be the most intelligent being on Earth. Sadly, even though he's a man of of such fantastic means and even more fantastic intellect, he also might be totally insane, making him a poor choice as a potential world leader. For everything he has in brains, he lacks in maturity, compassion, and general not-crazy-headedness. He has the demeanor of a child many, many years his minor, wants everything his way or no way at all, and literally throws a temper tantrum when things don't go as according to plan... which is most of the time.
What is it that he does want to achieve? Exertion of full political power over the entire planet? Maybe, but it would seem that his endeavors to take over the world are not merely for power's sake. Instead, it looks more like he wants to become a big celebrity, for more than even power, Dr. Eggman wants attention. His ego is larger than his egg-shaped belly, which he so prides, and his lust for the media spotlight is greater than imaginable. More than the finest works of art, he loves his own mustachioed visage, whether emblazoned on a robot, chiseled onto the face of a mountain, or embodied in the form of a gargantuan head-shaped space fortress.
As opposed to what some might be led to believe by the strong stereotypical villain vibes he exudes, this malicious doctor isn't all evil. He does not seek to kill, nor does he take pleasure in the pain of innocents. Strange as it may be, he sometimes just plain doesn't try as hard as he could to win. Sure, he could prep a giant bomb and blast Sonic and friends (and whatever island they happen to be inhabiting at the time) off the face of the earth if he really wanted to, but the truth of the matter is that this kind of mindless carnage would bring no satisfaction to his genius mind. He may occasionally explode in a torrent of anger and try something along those lines, but in reality, he doesn't want to win that way. After all, for every opportunity he has had to wipe out his rival, the hedgehog has had just as many opportunities to do him in once and for all as well; perhaps chivalry really isn't dead.
