General Info
Fenn the Panda is a police officer located in Westside Island. For being an upholder of the law, he doesn't seem to show a lot of confidence in his job. He's quite a pushover, and doesn't handle intense situations on-the-job very well. To others, Fenn appears so clumsy and uncoordinated, that it borders between comical and just plain sad. For someone who seeks to bring justice to a sometimes cruel world, he doesn't exactly show any bravery or self-esteem when it's necessary. While he's clearly not police material, and should have been sacked a long time ago, he somehow manages to keep his job, for better or worse. The rumor goin' 'round seems to be that he's considered some type of good luck charm by other members of the force, seemingly possessing an uncanny ability to almost literally stumble onto hidden crime scenes and otherwise unnoticed pieces of important evidence. It doesn't gain a terrible deal of respect from his co-workers, and having powers of chance do little to bulk up a resume - however, it seems to be just enough for one Basil Jacques to keep the panda employed.
Of course, the main reason he's so good at finding these sources of criminal activity may be due to the fact that he was probably responsible for half of them. While he's an official (cough) upholder of the law during the day, it's during the night that he's the most active, partaking in different heists and burglaries to obtain the most perfect technological resources. Fenn's side occupation is that of the technological arts. When he's not actually at work, he spends most of his time in his own secret laboratory (which really sounds a lot more impressive than it actually is, at present), building many kinds of gadgets and tools that he utilizes to help with his thefts. Contrary to the behavior exhibited around his fellow officers, Fenn is actually quite a dedicated individual to the ideals of justice. Though, with looming threats such as the Eggman Empire, and the recent installation of Chimera, he does not feel that a simple police force can truly protect the innocent using what he considers primitive methods.
It's because of this that Fenn decided to take up his technological studies, learning and building whatever he can with what limited resources he can acquire. Really, it's because of that limited part that he commits the crimes of theivery, burglarizing businesses and storage facilities to resupply himself with parts and tools for his "mission". Deep down, Fenn probably understands that he's doing wrong by breaking the law. However, due to the aforementioned threats in play, and given how far he still has to go, Fenn feels that it is necessary to make such sacrifices in order to see to it that true peace one day comes to the world. Thus, he feels justified in his mission.
Ability Info
Fenn's no Dr. Eggman, but he's no amateur, either. If he can imagine it, he can usually build it. (Though if he can't build it, the explosions are usually telltale enough.) He has crafted a variety of weapons and gadgets that he utilizes while out on his heists, or while stopping the occasional bad guy -- his personal favorite being a helicopter pack that sees much use while he's out and about. While his gift with creation is nothing to sneeze at, he doesn't exactly have a huge supply of resources to keep him going, mostly due to the fact that he has little money to go around. This is the primary reason for why Fenn partakes in his own slew of criminal activity, to steal whatever resources he can get his hands on so that he can essentially continue what he considers his life's work. Because of such errands, the panda has become incredibly stealthy, and has little trouble getting the drop on any unwary guards or criminals.
In combat, Fenn can employ a number of offensive tactics that he picked up while training for his position on the force, and has little trouble participating in a scuffle if he needs to. He's quick to react, both to strike and to avoid, and once he really gets into it, it's pretty difficult to lay a hand on him. Usually, though, he would sooner retreat than engage in a fight if he can help it, unless the motivation was strong enough to keep him interested.
Given the relation to the police department, the panda has no real problems keeping his own tracks covered, almost turning it into some kind of a game whenever they "find" his latest break-in. A part of him understands that it probably won't last forever, and Jacques may eventually figure out who he really is. Of course, Fenn hopes that he'll have acquired enough tech and resources to keep himself going once his cover is finally blown.

- Dislikes: The actual job as a police officer, but primarily, despises sleep. Every so often, the actions of his second "life" are bit much to bear as well.

- Per his dislike of sleeping, has actually trained himself to go without sleep for up to 3 days so that he could work consistently. By the third day, however, he almost becomes "drunk" with sleeplessness, and must lay down for up to 12 hours.
- He can be a bit of a motormouth sometimes, partaking in minor rambling sessions composed of inner monologues (shared out loud) or bouts of grousing over something or another.
