I think the most notable thing here isn't what Chimera is doing, but what it isn't doing. Sure, we've got all these reports of attacks on military installations in the United Federation, and in Spagonia, and so on, and so forth, but, Chimera isn't bothering most of the world. Apotos is rebuilding its navy, untouched. Chun-nan has begun militarizing, untouched. Mazuri, Shamar, they're all rebuilding and taking up the task of defending themselves without G.U.N.'s help. And, when we look at it, it's these places, these places like Mazuri, Shamar, and the islands of the south seas—South Island, Westside Island—where we see all the Chimera aid camps being set up, and where we actually see damaged infrastructure being rebuilt, and progress being made on recovering from the Eggman Empire takeover.

"The United Federation and its allies are being blocked, plain and simple. G.U.N. can't sneeze without a Chimera warship bombing their snot! And so far, the only nation bold enough to step up to the plate and sign on as a supporter and a host for G.U.N. forces, Spagonia, is running into the same problems. Chimera is giving all kinds of incentives for these other nations to place embargoes on the UF. If it keeps up—if Chimera has the resources to keep this up—it won't be a sustainable conflict for G.U.N. Something's going to have to give.
