A mass radio and television broadcast repeated the words "Attention, stand by" for several minutes with a digital jingle, then delivered the following (disguised and heavily-distorted) voice-only message worldwide. A text-only variation was also delivered to anyone who attempted to browse the internet during the time frame.]



Attention: This is a message from Chimera.

This is a message to all world leadership. These are our mandates. Follow them carefully.

1. Manufacture of firearms, deadly weapons, or military hardware for any purpose must be registered and pre-approved at Chimera administrative offices. Manufacturers in violation will face punitive measures and destruction of property without trial. National governments that condone, encourage, or fund violation will be similarly liquidated. We don't want your land. We'll simply destroy you and let your citizens establish a new government that will hopefully make wiser decisions.

2. G.U.N. is hereby restricted from the construction of any military installations in territories outside United Federation borders, including South Island. Consequences for violation will be dire.

3. Chimera Space Administration has been established and automated offices will open immediately at all civilian spaceports and space elevators. All space-faring vehicles and space travel plans must be registered with the administration. Violating vehicles will be seized or destroyed. Any leaders, governmental representatives, or other nondescript politicians displeased with this change may submit their grievances tearfully to their pillows at night.

4. The former "Egg Destroyer" is now known as the XSV Typhaon. G.U.N. hostility has pressed us to bring this vessel back into full operation. Any hostility toward it may be construed as an act of war, so monitor your activities in Earth orbit carefully. You really won't want to be misconstrued.

5. All Bank of Eggman operations and branches are now known as the World Bank. All account information has been preserved in the transition. As a goodwill gesture, large BoE fees from the past three months deemed "oppressive" have been refunded. Many charitable organizations will also find large deposits to their accounts.
