The forums have been upgraded to support user selection of name colors and effects, including outline, background, underline, bold, italics, etc. To adjust these options, head to the User Control Panel, and click Profile. We haven't yet made the interface "pretty," but it works.

If you want any custom colors added to the list, post the hex codes here, along with the color's name as you want it to appear in the list. Be sure to look at what's available first, though--there are a ton of colors on there.

(Note: This only works for users in the "Members" group. It's like a perk.)

One additional note: if you currently have a colored username under the old system, you should probably go ahead and figure this one out, because the old system relied on a very clunky, long list of user groups that make the group management view, uh... inelegant, at best, and it's going to go bye-bye very soon. All things working as intended, you should be able to make everything look pretty much exactly like it did before. If your color is missing from the list, though, post here.
